Accessibility Statement

Invest Nebraska Corporation wants everyone to be able to use the NETECH Rural Health Catalyst Fund website, complete an application, and get help when needed.

We work to make the Site accessible to people with disabilities and to provide applicants with equal access to the NETECH Rural Health Catalyst Fund.

Our Accessibility Standard

The Site is designed to meet the Web Content Accessibility Guidelines (WCAG) 2.1 at Level AA.

Invest Nebraska administers the NETECH Rural Health Catalyst Fund under a subaward from the Nebraska Department of Health and Human Services. Section 504 of the Rehabilitation Act and U.S. Department of Health and Human Services regulations establish accessibility requirements for programs and activities receiving federal financial assistance.

Accessibility Features

The Site includes accessibility features intended to make it easier to navigate and use, including:

  • Structured headings and page landmarks
  • A skip navigation link
  • Clearly labeled form controls
  • Visible keyboard focus indicators
  • Color contrast designed to meet WCAG Level AA standards
  • Resizable text
  • Keyboard-accessible navigation
  • Core page content that can be read without JavaScript

The Site has also been evaluated using automated accessibility testing and keyboard-only navigation at desktop and mobile screen sizes.

Application and Contact Forms

The Cohort 1 application and Ask a question form are provided through Fillout and embedded within the Site.

We have tested the published forms using automated accessibility checks and keyboard navigation. Form fields include visible labels and focus indicators, and required-field errors are communicated when an incomplete form is submitted.

We are aware of the following limitations:

  • Some help text within the forms may not meet the WCAG 2.1 AA color contrast standard.
  • Fillout's separately hosted forms may restrict browser zoom on some mobile devices. This limitation does not apply in the same way when the forms are embedded within this Site.
  • The forms have not yet been fully tested with a screen reader.
  • When keyboard focus is inside the embedded Ask a question form, pressing Escape may not close the dialog. You can instead use the Close button at the top of the dialog or select outside the dialog.

We will continue to address accessibility issues as they are identified.

Documents

Some information on the Site is provided through separate documents, including the Budget & Milestone Workbook, Notice of Funding Opportunity, and printable application.

We work to make documents provided directly through the Site accessible where practicable. The Budget & Milestone Workbook includes labeled header rows, and the printable application is provided as a tagged PDF with a document outline.

The Notice of Funding Opportunity is provided by the Nebraska Department of Health and Human Services and is hosted separately from this Site.
